Investigative Report: Rot at ICT Ministry Revealed as Probe Files Go Missing

In a startling revelation, probe files integral to unravelling corruption, nepotism, and mismanagement at Uganda’s Ministry of ICT and National Guidance have mysteriously vanished from the offices of the Director of Public Prosecutions (DPP) and the State House Anti-Corruption Unit (SHACU). This development casts a shadow over efforts to hold accountable those implicated in a web of alleged malfeasance within the ministry.

Last May, following damning tips from whistleblowers, SHACU initiated investigations into the Ministry of ICT. The probe unearthed a litany of scandals including the misappropriation and duplication of fuel cards, diversion of funds earmarked for the Parish Development Model (PDM), and accusations of nepotism. At the heart of these allegations stood Aminah Zawedde, the ministry’s permanent secretary, whose tenure became the focal point of scrutiny.

Despite assertions from within the ministry that the investigation targeted Zawedde unfairly, SHACU diligently summoned and interrogated her alongside other high-ranking officials. Yet, the culmination of these efforts, the completed investigation files, have seemingly evaporated into thin air.

In a perplexing turn of events, conflicting statements emerge from SHACU and the ODPP regarding the whereabouts of these crucial files. While SHACU insists they were passed to the ODPP for review, the ODPP spokesperson, Jacquelyn Okui, claims they were returned for further investigation. Such discrepancies fuel suspicions of deliberate obstruction and collusion to subvert justice.

The investigative report sheds light on systemic flaws within the ministry, notably the misuse of non-taxable revenue (NTR) intended for vital projects. Sources reveal how funds were diverted to frivolous expenditures under the guise of ministry operations, with individuals like Alex Mujuni allegedly exploiting their positions for personal gain.

Moreover, revelations of manipulation and mismanagement in the PDM project underscore a culture of corruption pervading the ministry. It’s alleged that Zawedde’s preferential treatment of certain media outlets for publicity further illustrates her disregard for protocol and accountability.

Amidst these allegations, the plight of Uganda Telecom Limited pensioners paints a stark picture of neglect and indifference. Former employees struggle to access their entitled funds, accusing Zawedde of callous disregard for their welfare.

As the search for the missing probe files continues, unanswered questions linger, and the specter of impunity looms large over Uganda’s ICT Ministry. Will justice prevail, or will the forces of corruption and collusion continue to evade accountability? Only time will tell as the nation waits with bated breath for answers.
